. #11. Don't use heat on the egr valve, as it'll ruin the diaphragm in it. If you don't want to burn it out, scrape as much of it out as you can, then degreaser. It'll want to sludge and smear a lot, so it'll take a lot of scrubbing. If you have a heated pressure washer, use it too.
Maybeone of the clamps is broken, or a coupling hose is split, or the plastic housing on the intercooler is cracked, or there's a hole in the aluminum core, etc. You'll just have to clean it and see where the leak is. Used intercooler is $50-ish, or they're $150-ish new including a new MAP sensor (I think).

I’m seeing a little oil build up inside the intake tube between the discharge of the intercooler and the flapper valve. I did a cranking compression test with all cylinders being between 25-1/2 to 27 Bars (370 to 390 psi).

External leaks on the turbo would usually come from either the oil supply connection on the top, or the oil drain connection on the bottom. If the seals inside the turbo were leaking, the oil would either go into the intake, or exhaust, so you wouldn't see it.
Re 1.9 TDI Oil leak. Could be the rocker cover at the back on the tandem pump side, a lot of times oil can get though the cam cap near the edges also check the tandem pump as there is a gasket wedges between it and the head. Check the front of the block under the oil cooler and where it bolts up to the block.

TheVW T4 isn’t renowned for head gasket failure, it has a pretty strong head on it. The most common cause is either: Check the oil heat exchanger (the oil filter screws to it). These are prone to leaking and when they do, the symptoms are the same as a head gasket failure but a fraction of the cost.

. #2. It's not an expensive mod, but its also kind of fallen off in popularity. When I started modding my jetta the EGR delete was just part of the recipe. These days removing that system is much more uncommon. Keeping the EGR has an advantage in that the engine coolant heats up quicker.
